Pacific beach is more of the young party crowd and Ocean Beach more druggie. Mission Beach is a nice area and Belmont Park is fun. Yes there are bars in the area but not so many that everyone is wandering around drunk. The boardwalk is a fun area to walk between PB and MB and is even OK to walk around in the evening as it is usually a bit crowded during the summer. Stay in a group during the evening and you will be fine. But that would be the case anywhere.
